Rustam Minnikhanov held a meeting of the commission in city-building issues in historical settlements with the participation of reseachers of the Institute of Archaeology

On August 24, 2022, a regular meeting of the interdepartmental commission in city-building issues in historical settlement of Bilyarsk was held in the House of the Government of the Republic of Tatarstan.

The meeting was held by  Tatarstan President Rustam Minnikhanov. It was attended by the aid to the president Olesya Baltusova, mayor of Kazan Ilsur Metshin and representatives of the republican Committee on cultural heritage protection, head of the Institute of Archaeology named after A.Kh. Khalikov of Tatarstan Academy of Sciences Airat Sitdikov, head of the Workshop “Planning and analysis of historical settlements” of Genplan Institute of Moscow Dmitry Verkhovsky and others.

The commission considered the draft document on boundaries of the territory, subject of protection and requirements to city-building regulations of the regional historical settlement of Bilyarsk, carried out jointly with the reseachers of the A.Kh. Khalikov Institute of Archaeology of Tatarstan Academy of Sciences and the Workshop “Planning and analysis of historical settlements” of Genplan Institute of Moscow.

The head of the Institute of Archaeology of Tatarstan Academy of Sciences Airat Sitdikov, and the head of the Workshop “Planning and analysis of historical settlements” of Genplan Institute of Moscow Dmitry Verkhovsky made a report at the meeting.

The subject of protection of the historical settlement of Bilyarsk, among others, are historically valuable city-forming objects (about 30), including the building of the Historical and geographical museum, the House of Culture on Kalinin st.,1, a number of residential buildings on Krasnoarmeyskaya, Kuibyshev, Kirov st., etc.

Rustam Minnikhanov gave an errand in a week to get mutual approval of the subject of protection, borders of territories, requirements for use regimes and town-planning regulations of the historical settlement of regional significance of the village of Bilyarsk by attracting all necessary specialists and departments including the Tatarstan Committee on cultural heritage protection. He stressed that this will make it possible, first of all, to preserve the appearance of the city, its status and to mark the boundaries of the historical settlement. “A lot of work has been done,” he said. – I was in Bilyarsk, today the city cannot live without this document, it must develop.”
